CSD, CIDB, SAQCC, B-BBEE and the rest — the documents that decide whether a bid is even read.

Public-sector fire work is won on a documented compliance pack, not on marketing. Bids are most often disqualified on paperwork, before price is ever considered.

Central Supplier Database

Mandatory. Under National Treasury SCM Instruction 4 of 2016/17, no organ of state may transact with a supplier that is not CSD registered. Registration must generally predate the tender closing date.

CIDB grading in the Special Fire class

The SF grading determines the contract value you may bid for. A 1SF contractor cannot take a 3SF contract, however capable they are.

SAQCC Fire registration — per technician

Not company-level. Tenders routinely require a copy of the card or letter showing the name and registration number of each technician who will do the work.

B-BBEE

A certificate or sworn affidavit, driving preference points under the 80/20 or 90/10 system. It frequently decides the award between two technically compliant bidders.

And the rest

Tax clearance, COIDA letter of good standing, public liability cover, and company registration documents. Keep them current and keep them in one file — bid windows are short.
